The biggest problem is in getting all of the repeated notes to come out clearly, which can sometimes be blamed on the piano. As far as "level" of difficulty, it doesn't really register on any pedagogical scales.

No, you would work on a being a bit more rounded because that will help make your bench better. Really fine players of ragtime are still rare, especially among those trained on nothing but classical music. It's almost certainly achievable in 10-15 years... but not from working on it for an hour a day.
Being able to play it after 10 years of an hour every day is totally reasonable but I don't think being able to make your self practice an hour everyday is really realistic if you only have a seemingly superficial long time goal. jgoo, the Maple Leaf is relatively easy, nothing particularly taxing in terms of technique.
Of course, this all relative. I'd rate it 9 or 10.

Should I even try to attempt it right now, are there excersises that might help to do before I try this one? La Campanella is a challenging piece, however I agree with another comment above saying it might not be the best choice for a competition.

Maybe that piece is just too distant for me right now. I'll def look into some easier pieces, see how I do and then possibly build my way up.

Moderately priced ear buds with good sound? The reason I say this is because the piece is not meant to be played as a showy piece, as it doesn't have the dramatics of Liszt's Hungarian Rhapsody Nr.2.

Liszt seems to know how far he can push you and just as one part of the hand is about to cry for relief he switches to using the hand slightly differently but with the same result.
